tzolk'in turn stats

In the stats for Tzolk'in, what do "Placing workers turn" and "Pickup workers turn" refer to? I thought they referred to number of turns doing "place workers" and number of turns "pickup workers", but for some reason "placing turn + pickup turn" don't add up to the same number for all players?

I'm almost sure that placing workers counts number of turns when you were placing workers, but pickups counts number of workers (not turns) you've picked up. (when you count town actions, they sum up to this).
