Is it possible to speek to an administrator ? I'm a bit upset, i lost 10 + 35 points on carnegie because of a personnal problem on carnegie. I was unable to play during 8 hours, have been kicked out of the game by the others players and lost 45 point elo on the game + a penalty of reputation of 10 points. I considere having a sanction is normal but this is disproportionate considering i have always been correct while playing on BGA. It's the first time i've been kicked out. I would like to have explanation and would like this sanction to be reconsidered. I'm disgusted and think i'm going to stop playing and paying for this site if nothing is done.

There's a "Contact us" link at the bottom of the page.

But, you have already received the smaller, -10 sanction which is for people like yourself who rarely get kicked out. People who get expelled several times in X days, whatever that limit is, get a -20 karma penalty each time.
The nice thing about this system is that if, like you, a player only once in a blue moon have a problem like internet issues or a personal matter come up, you will only get the small penalty and will easily get karma back up, no harm done. While serial quitters/time-outers have a harder time getting back green karma.

So, in short, just play any 10 games without timing out and you'll be fine. I'm sure this isn't an I-demand-to-speak-to-the-manager, end-of-the-world, quit-the-site-forever problem if you maybe give it one or two days to cool off and think about it logically.

You failed to play in time (for whatever reason) and lost the game. The elo loss was simply due to losing the game. If you had completed the game and finished last, the result would have been the same. What else would you consider to be fair? If you know that you won't be able to finish the game, you can request to abandon it, and then it's up to the other players to agree or not (you may think they're horrible people if they don't, but they have no obligation to agree).

The karma loss, as explained, is minimal, with no real effect and quickly neutralized.

You lost 35 Elo points. The presentation at the game results page is misleading, I'll agree. The "-10" refers to the karma.

Elo is meant to be an estimate of a player's skill in the game. Not a reward or trophy or something that can be "awarded" or "earned" by playing X hours. Your previous Elo indicated you were somewhere around the 29th best or whatever Carnegie player on here. If your "true" rating "should be" 397 and be at 29th place, you'll get back to that after playing some more.
(Of course it may not be exactly that and Elo isn't an exact measure, it always fluctuates as long as one keeps playing. But you get the idea.)

I could imagine a system where people would only take karma penalty for quits, and no Elo would change (as the game wasn't properly finished, player skill estimates can't be adjusted). The problem is that evidently some users greatly value their Elo much more than karma, meaning this could be abused and people could quit when they are about to lose. So loss of both is a "safer" system that minimizes abuse to avoid legitimate losses.

It's an arbitrary rating on a website. Most of the best players probably play the physical game with their pals, and never actually even write down who's won the most games.

If only all players like this would simply exclude themselves from this site....
