However, I'm sure this is incorrect as I'm first on the turn order.

The first tiebreaker is number of unused spaces; you had 5 and second had 4, so you win the tiebreak. If you were tied on unused spaces, it would come down to turn order.

The English rulebook says the person with FEWEST empty spaces wins. So what gives?

I personally wish excess workers (unscored) would be the first tiebreaker. If i end the game with 1 worker (worth .5 points) the game sees that as a score of zero
