Is there importance on where you place your Scoundrel on the board?

I can't find anything in the rule book, so I'm wondering why they give you the option to reorganize where your Scoundrels are.

Each time you hire a new scoundrel you can reorganize them in any order. It makes sense where you place them when you get any with arrows
