Why does the combination of vassals plus a standard bearer or generals work, when the rules state that the maneuver is a played chip, that is, if you play a standard bearer, and he gives an order for the vassals, then they can only move and not perform their abilities

When a unit lets another unit move or attack, the rules say that it's just a simple move/attack, and specifically, that you can't cause the other unit to use its tactic. So, for example, an Ensign or Marshall can't cause a Cavalry unit to move+attack, because that is the Cavalry's tactic, it's not a simple move or attack.

However, some units have rules that say that something happens when they move/attack. This would happen even if the move/attack is triggered by another unit. So, for example, if a Marshall causes a Swordsman to attack, the Swordsman would be able to move after the attack, because it is always able to move after attacking. It is not a tactic, which needs to be specially activated, it's just a rule that always applies.
