Turn-Based Game Speed Issues

Is the game speed selection bugged in turn-based games, or am I missing something?

I'm trying to start Terraforming Mars game with the speed locked at 2 moves per day, but few seconds after starting the search it changes to 1 move per day by itself. Can I prevent that somehow, or do I need to make a bug report?

I also had this happen for an arena table recently and also wondering if this is a (new) bug.
