Sailing cost?

According to the rulebook, it costs 1 Augustalis for each step traveled. However, on BGA it seems that the first step is free and then each additional step costs one. Is this a bug, or a rules change, or am I missing something else?

This is a rule change that was implemented prior to the launch of the Gamefound campaign. The first step is free and subsequent steps cost 1 Augustalis.
