Custom set tables randomly switch. why is this happening

So I have a table customized to how I want to play but this doesn't seem to make any difference because once I get into a game the options have changed. Examples would be, having the discard pile stacked. Yet when I get into a game the discard pile is splayed. Having the points go to 500 but when I get into the game it's -100 or it's 250! Or I'll set the table to have meld restrictions but once in the game the other player seems to be able to meld as many times as they want during their turn. What gives?
