Player's Level setting question or bug?

This might be a bug, but I did not want to initiate a bug report and cry wolf without checking first it is not (my) human error:

Here is my experience, and this spans several different games:

In Arena, for multiple games my Player's Level setting is that I am OK with playing with my level and set to "I never..." for everything else

Yet I often get matched (quickly) with players that are not in my ELO level. I regularly, while being average/good get matched with good-strong/strong players.

Am I not understanding this correctly and doing something wrong?

Because from everything I have read/researched it looks like I am doing everything the way I am supposed to, and just not getting the result everything I've read claims I should get

That's arena level not Elo.

arena doesn't check ELO, it checks your arena rank

To both of you then the question: what is arena rank? Are we talking about bronze vs silver vs...vs elite? Because same thing, as a bronze, I have been (almost instantly) matched with elite players/players from a different rank (and after the game I went and checked and made sure the setting was my own rank only)

Yes, it is the tier level in Arena (bronze, silver, gold,..., elite). If you are in Bronze and you set the level to +-0 only then you should be guaranteed to play with Bronze only. In general that works fine - if it does not, file a bug.
