How do you turn off intial settlement pre-placement?

Since the update that added Cities and Knights, every basic Catan game I host starts with all player's initial settlements and roads already placed on the board. I've searched everywhere for a way to turn this off and found nothing. If it is an option I can disable, can someone point me in the right direction?

You seem to be using `Terrain tile layout: Starting setup'. Try disabling that. https://boardgamearena.com/table?table=521289811
