Claiming Mayor

If the requirement to claim the Mayor milestone in the game is 3 cities, how is it possible that a player is allowed to claim that milestone with two cities?

Did the player have one of the off-Mars colonies, Phobos or Ganymede? They count as cities but are easy to miss when you look at the board.
