Tournament Scoring

In a tournament, if three players end the tournament with 10 out of 14 wins, how does it determine who wins the tournament?

I just finished third in a tournament where I had the same number of wins as the 1st and 2nd place winners, and I was curious how the placement is determined. Why not just a three-way tie for 1st place?
