Losing ELO for Perfect 2P Games?

Is this a bug or a "feature" of the new ELO system? If it's a feature, can someone point me to an comment from BGA on their reasoning?

I have over 1100 ELO. I play regularly with Victum, who has over 1000 ELO. I'm trying to get better at 2P Hanabi, so we've played a few games recently. I've twice noticed that my ELO has gone DOWN after a perfect game (30). For reference, we're playing Black Powder, Avalanche & Flamboyants.

I took a screenshot of my ELO before our last game, and again afterwards. 1125 > 1123.

What's the deal?

2-player, avalanche, 30 points is 1030 (black powder and flamboyants have no effect). If the average ELO of both players is above 1030 you'll lose ELO no matter what. ELO is not supposed to be an ever-increasing score, your current 1123 is already overrated (not judging you personally, just the number).

PS. It says somewhere that you don't lose ELO after a perfect game, but I think that hasn't been the case for a long time.

PPS. The theoretical maximum would be 5700, but that requires a player with such an ELO consistently playing with 4 other 0-ELO players and getting 30, so it would take some serious cheating. 5300 still needs cheating, but the other 4 players can be at 100, so it's more feasible because you can use the same dummy accounts for all your fake games.
