Tiebreaker doesn't follow the rules?

Tiebreaker doesn't follow the rules?

I recently played a game where both me and my opponent finished on 40 points, I was awarded the victory and according to BGA it was because I'd scored more points in the final round.

Looking at the rulebook though this isn't how tiebreakers are supposed to work. In the rulebook it instead says this:

"The player with the most points wins the
game. In case of a tie, the one who went last
in the last round wins."

Is there a reason the tiebreaker rule was changed for BGA?

As I guessed, there is a resolved bug report that answers this question:
Yes it was decided by the publisher and authors to make the tie breaker simpler. It may not be in first editions, but it is on reprints.
