Inability to select special tiles?

I don't want to report this as a bug in case I just MISSED IT, but how on earth do you choose the special buildings option from the wheel instead of the victory points? We spent 30 minutes trying to find a secret button somewhere to no avail. Anyone know how to do it?

There is no special action you need to take, the game will simply allow you to pick the special tiles if you so choose, and if you don't choose a special tile the game will automatically give you the points instead.
