Please provide a link, if it's even possible to provide a link to a tournament that didn't start.

If you can't link to it, then how is anyone supposed to know what in the configuration may have caused it not to start?

The tournament did launch; for example here is a finished game that was part of this tournament: https://boardgamearena.com/table?table= ... 73&nr=true

When the tournament was created, there were supposed to be six groups, with phase 1 as round-robin, 2 players from each group advancing to phase 2, which also would be a round-robin.

What were the minimum and maximum number of players set for the tournament? Was 16 the maximum?

In any event there were 16 entrants, and so dividing them into six groups meant that Groups 1, 2, 3, and 4 would have 3 players each while Groups 5 and 6 would have 2 players each.

But that means that 4 players get a bye into Phase 2 (Groups 5 and 6 have nothing to play for in Phase 1; there's only 2 players in each of those groups, who both necessarily advance). As for the other 12 players (in Groups 1 through 4), the 3 players in each group are playing a round-robin which consists of 3 games.

I searched for it too which illustrates both my incompetence and the need to provide a link.

In my defense, the OP claimed the tournament "did not launch," so I naturally filtered out in-progress tournaments.

Notice that the four top-ranked players in this tournament (based on Elo immediately prior to the tournament start) do not get a bye. That's the opposite of how it should be: if BGA gives a bye to four players out of sixteen, then those four should either be picked at random, or they should be the four top-ranked seeds.

Instead, the four players who receive a bye into Phase 2 in this tournament were ranked #5, #6, #11, and #12, because of how BGA assigns players to groups. See https://boardgamearena.com/bug?id=73841
