Monastery Question

I had a scholar and a knight in the monastery in a turn but I didn't get the option to gain a monk?

Is there a limit to the number of actions/order of actions you can take? Or have I just misunderstood something?

Edit: ahh, it must have been a pilgrimage! Would be nice if there was some text in the location that said "can't be activated during a pilgrimage event"

There is a little warning / exclamation mark next to the name of the location if you can't activate it for any reason
