What's the value of "exchange this card with any other blue sector card"

I've never understood how this one is useful, when its initial number is a high number. What value do I get from exchanging it with another card? How is this useful?

one of the best ways to use that one is to swap it twice.

easiest example is to swap it down to the 6 or 7 spot, then swap something from 12 (YOU WIN is a prime example) down to that 6 spot.

So what you've got to do is swap it twice, once for a low number, then for a high number.

example: You have it on your 9, once it's been activated wait until your turn to see what number 1-6 you can afford to buy (preferably a 5 or 6). Switch the 9 card with the same number of sector of a card that you can purchase (before you buy the card), so say there's a 5 sector card for 4 coins, switch the 9 to the 5 sector and then flip it with the 4 coin card. Now hopefully someone will activate the card now that it's flipped on your fives. In the meantime you want to get as many coins as possible, because the next card you want is preferably one of the ones that when you flip it it's high points, so you're most likely going to buy an 11 or 12. Once you buy something that flips to be high points and you have your exchange a card activated again you switch them. Now everytime a 5 is rolled you get 5 points, the game will be over very fast!

Most people try and swap it with the 6 and then wait turns to buy a 4/5 flipped level3 card. Earlier tonight, this extremely lucky person rolled the 9, exchanged it with the 6 and moved it to red on same turn. Then they waited 3 turns and bought the 11 slot 8/5 and exchanged it and about 20 rolls later won by getting 5 points every time a 6 rolled by an opponent. It CAN be very powerful, but I have lost several games because I couldn't buy an arrow or roll a 9 or have an opponent roll a 9 and was unable to move it.
