Arena Ranking vs ELO Ranking

I've made it a random, just-for-fun goal of mine to be a ranked TTR player. I'm new to BGA, so the most visible TTR ranking I saw was the Arena mode ranking. I'm now possibly the lowest ranked Arena player (#1035) so I consider my goal accomplished, but my game ELO is 251 and I just realized there's an explicit (not ranked) designation after my ELO on my game statistics.

My questions:
1. What's the typical lowest ELO to be a ranked player outside of Arena?
2. Does ELO vs Arena carry different levels of legitimacy?

Just interested in hearing people's thoughts! I'm happy I reached this goal in my own way and now am just playing for fun and curious about how others approach Arena play vs straight-cut ELO in comparing skills.

I didn't know Arena even really listed rankings like that, or at least not beyond the top 99-100, which is what regular elo does. To get listed as ranked in regular ratings I doubt you'd have to go much further than a couple points over 600 most of the time. Given arena keeps resetting each season I'd say regular elo rankings are usually more credible to check, since you don't have to keep double checking if the ratings are stable yet.

If you mean the "not ranked" phrase that appears (sometimes, or used to) when you hover on your elo, I think it's intended to be when you're out of the top 100. But I often get just "loading" or "not available for this game", so I would predict a disappointment if you manage to get to the top 100.

Definitely: being at the top in regular Elo means you kinda are at the top of the whole player base while being at the top of the arena ranking means you are at the top of the players that actually bother playing in the current season which is just a small percentage of the active players. Ofc winning an arena season is a great achievement that only a top level player can reach and also being around the top10 is not something everyone can do. But while someone ranked in regular Elo could claim to be in the top100 strongest players in the world (kinda, Elo is very fluctuating and not always represent true skill level, but it's a decent aproximation), that's not even close to the same in arena.

I want to add that technically, due to how both Elo ratings are implemented, I'd say arena one would represent better the skill level of players, but having it reset every 3 months makes it pointless. All-time one instead is very bad because of how it is adapted to become a pyramid with a minimum of 100 Elo instead of a gaussian like it should be but at least it's continuous
