Hello,
We can just cancel the last action.
Prerequisites can easily be missed, and when it happens, we need to cancel more actions...

There's also this original request for undo that will provide full context for why only one step is feasible.

tl;dr: Undo is complicated. Undo on a simultaneous multiplayer game is even more complicated. This is the full extent of what's feasible.
