Can anyone explain to me why I couldn't buy Quarry from Ephesos to build the last stage of the wonders during Age 3. i got 1 quarry 1 papyrus and Ephesos could produce quarry.

and I don't think the card that allows production of either of 2 raw materials work properly

I had a quick look, you produced 2 stone and Ephesos produced one, but you needed 4 to build the wonder
