Variable map setup question

In setup it says for the variable map setup the person last in turn order will rotate the tiles, yet in my most recent game the person 2nd in turn order rotated them. How does that happen?

You're mistaken. The last player rotated the tiles. Once the game started, that same player didn't take a turn until after everyone else had.
