I've checked the rule and it seems there is no tie breaker in Russian Railroads.
But BGA makes the tie break.
On which basis?

Can you point to a table in which a tie-breaker was applied for Russian Railroads?

I assume the original poster is thinking of tournaments, since regular or arena don't have a tiebreaker. I agree that the tournament rules for breaking ties in bracket tournaments where the top 1 or 2 from each game advance are confusing. That's a BGA question rather than a Russian Railroads question though.
