How to tell game no more districts can be placed

How do you trigger "all players can agree no more districts can be placed" for the end of the second period? I saw it happen once but I can't find the button to do it

Doesn't it automatically add it as a choice near the top of the screen, when applicable? I think that's where it was shown.

Do you have a game where you need it but can't find it?

Yeah in a game now. Last big area is full of temples, no way to complete last 3 districts, no option in sight

If I'm looking the right game, it says "Other players must agree...." at the top of the page. Are you just waiting for them to agree?

I had a game where one player, ayer didn't agree at first and I wondered what was to prevent them from just stopping the game that way (they were losing). But they eventually agreed. Maybe that's the issue... if the game itself can't make the judgement, what happens if one player just refuses?
