Is River (the horizontal one) a luck-based game?

What is the feeling about the River Sheet (the horizontal one with the fished and the sun).
I play this game a lot on the various sheets and I really feel down when the game opens with this one, as I feel it is a race on the blue crayons and the ratio luck/strategy is way more luck orientated than any of the other sheets.
I am wondering what the other players think about that.

note - I mostly play Arena so this comment is only for 2 players games, not sure of impact if more players

Arena - I wanted to suggest arena without that sheet but that is not possible as it is not a possible setup option in the non-arena game.

Well, i recently got my *ss kicked at this sheet by a player that didnt pick a blue crayon for the river ONCE. So there s definitely other strategies possible :)

In the beginning I would've agreed with you, but there is actually quite a few different strategies possible with that sheet. It's one of my favourite now lol

Thank you for your replies, I didn't come across other strategies yet but now makes me want to think about it more, need to get creative.
Good to hear there are other ways but the obvious one, really like this game
