Strange game behaviour?

In Table #633901238 Move #66 and #67
I was not offered the possibility to chose a single plot, Only plots and deeds was available (#66)
Then I could not select any plots, only deeds, and only one deed (Ride) was available (#67)
Is this expected?

Ah I think I know, combination of cost and opportunity, not enough money to do hire or patrol and no space to do capture. But in this case isn't it possible to choose a spot and do nothing? or should I have passed?

EDIT: Ok, the rule states that player can place their cylinder in any available box and pass. In the above case, I should have been able to place it in plot only (since the other player had chosen event) then pass, then be first eligible player, which did not happen. Repoted in Bugs

The passing feature is a bit odd. Because you don't choose 1,2,3 and then pass to take the $money. You instead pass first then and then choose 1,2,3.

Yeah that's correct. You have to pass first and then you will get the option to pick a spot. The first prompt will only give you options for actions you can actually perform. The main reason for this is otherwise everyone with every action would get an additional prompt wether they want to perform the action or pass (while on average only pass once every three games). I agree it is somewhat odd, but also think it shouldn't be an issue after the first time using it.
