Restrict Devilkins' ability to send PMs

Admins and Seraphs are doing great work in banning rude and spamming people, it's wonderful to see so many Devilkins and Demons on BGA! However, would it be possible to restrict Devilkins' access to PMs as well? Maybe not implicitly, but at least in the cases where said Devilkins are known to be rude?
