How to set playing hours?

I cannot for the life of my figure out how people set playing hours for a turn based game. I have premium.

This is probably obvious but I cannot figure it out, please someone help me.

You have to choose a fast turn-based speed, 8 or more turns per game.

Is the times (hours) listed for the player to select, in Greenwich Mean Time (GMT) ?
Or my local time ?
Or am I confused from the hours listed, and it's something else entirely ?

This, or more precisely, the time zone of the system clock on your device.

But once chosen, the playing hours are fixed. Say you choose a game to play during your daytime hours, and after that you move half a world away... now you'll have to play during your nighttime.
