"Recruit" Sherrif Plot does not set Parishes to "submit"?

"Recruit" Sherrif Plot does not set Parishes to "submit"?

When I chose the "Recruit" Plot, I hired 2 henchmen into one parish, but two other parishes where two henchmen were placed, did not turn from "revolt" to "submit".

Is that correct? Did i miss something?

I had 4 shilling at that time.

Did you perform "Single Plot" or "Plots and Deeds"? If Single Plot, you only get to do the action in one location. By hiring the henchmen in the submissive parish, that would be all you could do.

If Plots and Deeds, did your henchmen outnumber Merry Men? I believe you have to outnumber them in order to make the parish submissive.

Recruit lets you hire henchmen in a space OR flip it to submissive if you meet the conditions for it, you can't do both in a singular location on the same turn.
