Marine Worlds bug or my error?

Howdy.. question re Marine expansion..

I had the upgraded build card that allows building over one rock or water hex. I twice tried to play the Cable Car sponsor, which has a custom placement of a straight 4 hex tile. BGA would not allow me to play this sponsor placing the tile over a water square. I would have met all other requirements, inc tile being adjacent to two rocks. Totally ruined my whole strategy so I conceded the game. Am I mistaken in something here or is this a bad glitch in the BGA system?

Also, can anyone advise on whether the "attach file" system is broken. I tried to attach a screenshot, 300kb png, and it doesn't work.

This only works for the building action, can't be used for sponsors at all. The rule says you can build, nothing about your sponsors. For that you need the right sponsorcard (biodiversity).

And this is true for any other unique card of the expansion.
