Amount of starting stones

So the rules don’t say if there’s a fixed or unlimited amount of stones you have in your placement pool. If it’s fixed how would that affect the win conditions? Say if you only have 30 stones and place your last stone. Would that be an automatic win? If the stone pool is unlimited then I guess that really wouldn’t have any bearing on the rules as currently written.
