Rule needs to change for gold and pearls

Is there a way BGA can stop people taking all the gold and pearls and keeping them for more than a few turns? It ruins the game, in person this rule can be said

You get a privilege if your opponent takes both pearls in a turn.

In person, you would just stop playing with someone that was a jerk. I would just give those people a personal thumbs down.
