Gnat card issue? Playing a card vs placing a card

Possibly I am too new and do not understand the rules :D

When you play a gnat. You can place the bats cards from your hand on your board, 1 or more if you have them. The game as is online here allows you to draw a card for each bat placed. I think you should only draw cards when a bat is played meaning you paid for the card.

Play vs place is how it makes sense to me, cards played with effects are this way. You only get the effect if you play the card, if a card is placed as a bonus effect of another card you put it down and that card is complete.

Really interested in how others view this, seems like a bug to me but I could be wrong and that is how other think it should work

Looking more at posted rules I guess it acts correctly, I guess I feel place vs play should apply more broadly but only affects cards played that turn. It dies not seem to effect cards already on the board like a mushroom or shrub

I think the real problem is that the implementation is inconsistent. Bat shrub allows you to draw cards during the Gnat/mosquito play, whereas other similar cases don't trigger until the end of the action. E.g. Water vole doesn't trigger tree mushroom till all saplings are placed, mole doesn't trigger mushrooms/shrubs till all cards placed. Can't recall off hand whether alpine newt triggers between it's 2 plays or not.

I guess bats is a lesser used strategy so fewer people complain, whereas potentially more regular game breaking cases like water vole get picked up sooner.
