Skimmer Plow

What's the point of Skimmer Plow? It seems like a very bad card. Should it be banned as too weak (actually negative).
It allows a second plowing which is good but after 3 uses, 6 fields, there are no more points for more than 5 fields.

It makes vegetable planting useless, unless you have some other card that benefits you for having vegetable fields.

The point is to have a very cheap way to plow a lot in a strategy where crops are of less importance. Spending a wood on a minor to get 2 or 4 fields later in the game while you focused on something else earlier, still scores decently on fields, so if you have a way to score elsewhere, it is a great way to level up a part of your game that is generally lacking. You can also combo the card with stuff like Tinsmith Master or Calcium Fertilizer to reduce the drawbacks. It is not a super strong card, but it has a pretty decent niche.
