Why don't you punish players who intentionally waste your time when very easily proved?
Game length of this experienced player has an verage of 30 minutes and against me he intentionally hates until the mast minute to play, on forced moves too of course
Permanent ban is the only response

Punish that player yourself with a red thumb.

Players are allowed to use up the last second of every turn, for whatever reason, thinking the move, watching a movie or going to the fridge to grab a beer. When they run out of time, you can start complaining (and expelling), but not before.

Yes I do agree with you and guess what, I fell asleep during a game yesterday, my opponent used the option to expel me ( I use it too, not always). 100% my fault and yes I did apologize to him for wasting his time even though he got a very fast easy win when most would complain and argue about turning it to turn base.
What I mean is that with games come values and standards. This player does it systematically, mostly with me, looking at his stats +100 with me and +9000 overall. He does it at each roil including forced moves.
I might be stupid to believe in respect, sportsmanship, FairPlay but I guess that's what bga is about not the other way.
I understand they can't take case by case analysis pan this matter but something must be done.

So once again, red thumb them, and you won't need to play them anymore.

This is something happening with this player. It has nothing to do with what "BGA is about."

What should be done is giving this person a red thumb. That's how the system works. People who don't like them doing it will no longer be matched with them, and eventually they will have no one to play with if it is systematic behavior. If it's just something they are doing with you, then no one needs to be involved in your interpersonal drama and the red thumb saves the rest of us as well.

BGA is not part of the World Backgammon Federation and doesn't have to follow their rules on clocks. I'm sure there are sites you can play on that follow those rules just as there are chess sites that have standard features chess players are used to.

I once played a game of Viticulture where 2 opponents always let their clock run down to 0:00 every single move. What should have been a 30 minute game took 2 hours.

There is no timing system that is perfect.

You know you have the option to play on fast mode.
