Does the ]0X49[ tribe seem a little over-powered?

It's basic tribal ability on its sun side is pay 1 food for 2 victory points (most other abilities only give you 1 victory point per resource) and it's middle power allows unlimited range for exploring and its other middle power allows you to move a population figure meeple from one city to another. So you can explore a tile in the corner and then send a meeple over there for further building without anyone else being able to reach that tile. As well as get close to a large space in one of the corners for placing more meeples.

Yes that play is the only thing they do well, there are way more broken tribes that are consistently good and not one trick ponies.
