Hand and Foot Fast Game

What is a fast game? Could someone please explain it to me or point me to an online explanation. Specifically, I'd like to know about how it is different from a normal game and how the time penalties work.

Just shorter time to play. Like 2.5 minute turns instead of 3-4 minutes.
