Draws reduced to 3 by Bag contents

Hi,

This is only my second game of Orleans. Each round, I am only allowed to draw 3 workers even though I have moved the Knight once so it should be 4 plus my one extra for 5. It is not a bug, the game is clearly telling me "Draws reduced to 3 by Bag contents" but I don't know how to fix that. I've made a new farmer, and 2 new Craftsmen, so there should be plenty of workers in the bag.

I managed to get through the entire first game without this happening, not sure what I need to do to fix it.

You can see the amount in the bag, does that show more then 3?

You have 4 partially completed spots eating up all of your workers, so you only have 3 remaining. Once you complete these spots and free the workers up you will be able to draw more
