Feel free to correct me, but I've played a lot of games, and won with a lot of characters, but I just can't see myself ever picking the pig.
Of all the resources in the game [money, water, seeds, space, fertilizer], Fertilizer is the least valuable and easiest to get. You can get it free at the store, many tiles give it, and harvesting grain gives you it. If anything, I find myself getting too much of it, as it can't be used for anything else. [Unless you're the fox]
So either....
(a). I'm missing something [Entirely possible!]
(b). The playtesters missed something.
I'm leaning towards the latter at the moment. Pig never gets picked at the top level. Here's some suggestions I had rolling around in my head as ways to make the pig a more playable character.
(a). When tending, pig may use fertilizer in combination with water.
(b). At the end of the game, pig scores 2 points for every left over fertilizer.
(c). Pig does not require fertilizer to plant. [If that's too much, make it 2 fewer so you still need 1 for pumpkin]
