Yeah. It's a deliberate choice by the author. Bonds helps you develop faster but they will limit how much you can develop in the late game.

Thank you so much to get this straight for me! It's been ages since I played the game (I own the cardboard version) and I could swear there was something somewhere but I was not totally sure. This game is a brute and unforgiven thing that will punish you for every mistake but... as soon as you finish a game you would like to play another...
