Tartarus planet (chasm) + Cosmos Inc.

Tartarus
Tiles may not be placed covering the chasm. Rovers may not move across the chasm with orthogonal movement.

Cosmos Inc.
Tech Level 1: Your rover may move diagonally

Except it wouldn't allow me drive diagonally across the chasm despite explicitly stating orthogonal movement (up, down, left, right).
Known bug or misinterpretation of the rules?

You can only cross at two places where the chiasm is very small in two corners. Implementation is correct here
