how do i ONLY play base tiles

My settings are:

Action tile sets:

"I'm okay playing with" → Base

"I never want to play with" → Avoid Misfortune

When I try to set all other options to "I never want to play with," I get this error:

Bad argument type: value_id should be a Number (positive integer) (-1)

But then I end up in games with random Avoid Misfortune tiles.

What settings should I use to actually avoid Avoid Misfortune?

Then for each action tile I have "I'm okay playing with" base, "I never want to play with" Avoid Misfortune and I cannot change the random option ...same error

is this a bug? where do I go with this question? I think something is wrong with the game options you can chose.
