Well, this was already reported as a suggestion at /bug?id=176892 and the developer answered, that "This could be done in the future, but is not in the scope for the present release". Well, the official rules say: "Once you are familiar with both decks, you can choose to combine them. For example, you could use the yellow cards from deck I, the red cards from deck II etc. However, make sure that you are always playing with two identical decks.".

Perhaps the balancing was done per colour. in any case, let's hope the game is popular and they decide to implement this option later.
