I hate when I'm militarily weak, I keep getting aggression/war cards, but when I'm strong I don't get any.

I hate it when I'm militarily weak, I keep getting aggression/war cards, but I can't use them. But when I'm strong and I want to attack other players, I seem to don't get any. This card game wants to be a card version of Civilization (the computer game), but it doesn't allow you to declare war when you want unlike the computer game. I had one game where I was much more strong than the other player but he was just running away with culture points, but I couldn't do anything about it to catch up and I couldn't declare war and steal his points or destroy his buildings either.

Looks like you've only played the game a few times, so you may want to get some more games under your belt as you figure out the nuances.

But you are definitely onto something in that military is (by design) more random than other aspects of the game, and that is something you need to take into consideration as you develop your strategies.

It's also important to realize (to play this game well) if you come in with a set strategy and put all your eggs into one basket (especially the more random military), that is often a recipe for disaster. You have to think more tactically and opportunistically to succeed more on average in this game.

Good luck if you decide to stick with learning this game more, it's truly a fun one. :)

Two things:
First, there's is likely some confirmation bias here. When you're militarily strong, you'll be paying more attention to drawing aggression/war cards, so you're more likely to remember when you DON'T because it matters more.

Secondly, there is an interesting tension built into the game. To gain military power, you need to invest military actions. And using those military actions means you will draw fewer political cards in general, and therefore fewer aggression/war cards.

To be able to really leverage military strength in an aggressive way, you need to find a way to get that power more efficiently through technology, leaders, Wonders, etc. But the biggest benefit of a strong military is that you get to take advantage of many events, and you can force your opponents to try and keep up with you, even if you're not actively aggressing.
