Small tweaks for the new game start system

The new system that makes sure people are still present at game start is fantastic. It saves so much time now, thank you!

But I think it can very easily be made even better with just a few tweaks:

- Don't provide the "cancel" button immediately, wait for maybe 10 seconds. Cancelling immediately makes no sense and can only happen for bad reasons. Like: you are not available to play anymore, or you trying to have "fun" by spoiling the experience for others. It's rare but it happens.
- Give a small, -1 karma penalty to players who do not join after 30 or 40 seconds. The new system is much better, but AFK players can still waste the time of others.
- Ring the bell when the game is cancelled so active players can immediately get back in line. That one should be a really easy change?

good suggestion. its pretty obvious when 2 games in a row get cancelled within .5 second of starting that its someone wiht 2 scrrens going nd they didn't get their kingmaker account in so they can get to the top 10. gets obvious when you have certain account present whenever they are in game there is always a account playing way off their role and strategy. Now they can cancel if they dont get their other account in to play for the win of favored account, before they were stuck
