Pivot Card can't be played

Pivot Card can't be played

I have tried to use this card multiple times even stepping through my moves and clicking it each time. It seems to not be working properly.

Should be playable right before your first action and then allow you to use your meeple a second time in that move. Consistently get a message saying it cannot be played.

I assume you'd play Pivot AFTER your first action, not before. Have you tried that?
