This needs to be improved.

There is no way the 7 should roll so many times when you have more than 7 resources.

It's not random. Every time you go over the amount of resources you're allowed to hold, you know the next time you roll it's most likely a 7. (not when other people roll, but you)

The chances of rolling a 7 shouldn't change based on how many resources you have.

You're not only assuming that there is some bug in the random function, you're actually accusing the developers that they have deliberately implemented a dependency to the amount of your cards!

You just have to talk nicely to the dice before you roll. Computers can hear what you say now, you know?

THis is a recurrent complaint in some of my games. It's as if people need to brush up on statistics and probabilities.

Yes, it's almost as if the game's author picked the 7 for the robber for a reason...
The 7 is the most likely result of 2 dice, and the whole setup is meant to keep players from hoarding resources. Working exactly as intended!
