Game asking for me to “adjust” my civ

Trying to figure out why Tapestry is asking me to pay a resource. It says “ You must pay Any resource for Civilization adjustment”. Attached a screenshot of it

It's written in your Craftsmen card: "When starting the game with the Craftsmen, lose [ANY RESOURCE] during your first income turn".
