One game with many publishers

Hello, I would like to try to develop one game which doesn't have a licence for BGA yet. Normally I would generate and send a message to it's publisher, but what if it was published in different countries (Italy, Spain, France etc.) by different publishers? Should I randomly pick one of them or there are also some rules for this case? The game is called Nightmarium

Given the designer’s name, I’d just ask one of the Russian publishers, for example Magellan, if there is - as in most cases - one or maybe two original publishers that can grant BGA a game license. If they aren’t allowed to do so themselves, they’ll probably tell you whom to ask.
