Trading items among characters

How exactly does the interface work for trading items? Rulebook (page 5) says, "You may freely trade Tools and Weapons between characters before the Day Phase begins." But in a three-player game (where I had two characters and my friends had one character each) I was trying to move around our weapons to different characters. The group had 5 weapons total so during Morning Phase I thought I could ensure each character had one weapon, with the fifth at camp. I was able to move a couple of weapons around. However, it ended up that one character had no weapon and there were two in camp, but under the "Give" box it said that character had 0 weapon slots available. Why?
